I found a solution that worked for me
I was finally able to fix it. I deleted everything in the c:\programdata\microsoft\ehome directory, launched media center, ran setup again, and then I was able to install the Internet TV finally. FYI - I got my idea from http://social.answers.microsoft.com/Forums/en-US/vistamedia/thread/811f3761-92dc-4416-8a1a-ccf0116432c6 .

Just out of curiosity, try running WMC as admin and see if it will allow you to install it.
