If I go into safe mode all is good.
That means that some program or app is causing the system to crash (I'm sure you know this already
. In Safe Mode, Windows loads only the most essential drivers to get up & running, while not loading various programs and apps.
I don't think the power supply would be causing this. If it were faulty, even Safe Mode would no work.
The only way to test your video card is to try it in another computer or swap it with another in yours; since you have a Pegatron MB I doubt that you have integrated video on the board, but if you do then just remove the card and the I.video should kick in. If the computer boots normally, the card is the problem.
