What exactly is Steam Subscriptions?

I went into Steam today and saw a new terms of agreement and something about subscriptions I read a little bit of it. But is Valve going start charging people to use Steam now like the way game consoles do to play games online? I'm confused. :scratchhead:

NO, but: There is an article on Valve will see you in court! No, really, Steam's just updated its subscriber agreement so that 'all disputes and claims proceed in court' | PC Gamer.
