How to get cursor to quit changing?

Hi,
 
I'm using a pc with 64 bit Windows 10 Pro version 22H2. I never had a problem with my cursor changing and scrolling up and down pages online and also on Word Pad documents until about a month ago. Starting then when I'm at a web site and sometimes using Word Pad my cursor will change itself to one of a few different looks and will begin scrolling itself often very fast up or down the page, whichever way I'm trying to go with the scroll wheel. What caused it to begin doing this and how can I get it to stop? Here are some of the ways it looks, though it also has a circle around it, when it changes itself:

That sounds that a setting has changed and as if you are pressing (clicking) the wheel which is putting the mouse movement into scroll mode.
(Is this a new mouse? If so then it might have options that the old one didn't).

When it's in scroll mode like that then the further you move your pointer away from the scroll icon onscreen the faster you will scroll

Go into Windows settings / Control Panel and you shoud be able to change the mouse behaviour options, including how clicking the scroll wheel acts.

FYI:

google search results are personalized and some of us have disabled the AI overview.

Also, it's 2025.... are there still people so new to the internet that an internet search isn't the first thing they do when they are having a problem?
(IDK, i see you're a mod.. so maybe you're still running in to people that still don't know how to internet search, but for me even when I post I did an internet search people always posing these search URLs when my posts clearly state I searched) ((also doubly personally annoying to me when people also say "check the # and # results" not realizing search results are personalized and I'm not seeing the same results they are seeing))

There is NEW AI stuff in  Browsers. That could be some of what you see (I do).  You do not mention browsers though so will need to look to turn that off.

 

As for programs could you have turned on something that shows where the mouse curser is by combo of keys you use most often as well as in your programs.

 

Something would have had to be installed or some settings changed.

Thank you it does change when I press the scroll wheel so learning that I now have a little more control over it but still wish it didn't do it. Got to the mouse scroll wheel settings through control panel but it only gives options about how many lines it scrolls with no option to turn off auto-scroll or whatever this is. Also no options about what it does when you press the scroll wheel.

Check in Apps to see if something got installed.

 

As well there maybe added controls when go into Mouse.
