Need the Proper Model information of the wyse Dell desktop. EDIT : should if do not know will find it in BIOS (I think).
You say you factory reset but do not provide the OS it was reset to.

A Dell Wyse C Class computer is a type of thin client, which is a compact and energy-efficient device designed to connect to a server for processing tasks. It typically requires a monitor, keyboard, and mouse to operate and is used in environments where centralized computing is preferred, such as in businesses or educational institutions.
This is a Thin Client. There is no Windows OS on the client itself. The device runs Windows from a server. It's a cloud device.

There are youtube videos on installing an OS on the thin client but it requires some additional hardware. Depends on how much RAM and storage is on the device. Not much listed on the Dell Support Site. Dell acquired Wyse in 2012 and support ended in 2017 for your thin client.

As JohnC_21 says above, it is possible to actually install an OS on these things. Although connected-to & usually operating from a remote server, they do have to have a small quantity of on-board RAM + a certain number of logic boards (with appropriate chipsets) in order for the thing to function at all.
It's this latter that provides the ability to "install" an OS.....but due to limited space, at best you would be looking at a very lightweight/featherweight Linux OS. Windows itself, or a variety of MacOS, would be totally out of the question. Way too big, and not enough room.
The UK site "Parky Towers" is by far & away the premier resource for this stuff, because it concentrates exclusively on these "thin clients". Here's what the site has to say about yours:-

I know most folks prefer video these days, and that's fine.....but Parky Towers provides a lot more of the technical nuts'n'bolts of the hardware, and suggests solutions & workarounds for problems you may encounter. Combine John's video & links AND the above website, and you'll be getting somewhere!
USB ports will give you the ability to run Linux from a pendrive -
- but the kicker will be the amount of onboard RAM. As you can see, across the Cx0 model range this varies wildly; some have up to 2 GB of at least DDR2/3, whereas others have just enough to get them connected to the server.
